Notes password
Since I forgot my password to my iCloud notes I’ll never be able to regain access to those notes?

That is correct. If you forgot the password you assigned to your Notes app, there is no method to recover any of the notes you secured with it. No one here, nor Apple can assist you with this. Sorry!
