Notes not syncing from MacBook

Notes created on my MacBook DO NOT share to my other devices.. phone, ipad, and Notes on icloud.com. Notes created on all other devices DO show up on my Macbook. So... any/all notes created on MacBook just sit there and only there. I've tried and tested everything -- iCloud settings are correct and Notes are set to go to iCloud vs. stay local on MacBook. Turning off/on iCloud did work to push out the Notes and reconcile but not all content within Notes was aligned (photos missing) and that fix didn't last -- as soon as I created a new Note was back to the same issue of not pushing from MacBook. I've talked to Apple support several times and they don't know / haven't gotten back to me with additional input
