If an apple advisor told me that a technical will contact me to give a quote before fixing my laptop, but in reality my Macbook was fixed without my consent and I was charged for $598. Does this sound right? What can I do?

I have contacted a senior advisor. He agreed that it was a miscommunication by the apple advisor, but because the screen was fixed, they had to charge even without contacting me first.

MacBook Pro 13″, macOS 12.0
