Quick Actions Not working

My "quick actions" won't work.

I am a current college student and often covert doc files into PDFs. For some reason, the "quick action" won't work anymore. I typically right click on the doc icon and click "quick action" which then gives me the option to convert to PDF

However instead of getting the option to convert to PDF, it just takes me back to my settings, which shows "create pdf" is already enabled, however it is still now working?

SOMEONE HELP A POOR COLLEGE STUDENT OUT!
