I cloud photos

My iPad and my iPhone photos keep syncing together. I’ve turned off iCloud on my iPad however it takes up a lot of storage since it’s off, is there another way of turning off my photos from my iPad and iPhone connecting? I’ve searched up everywhere and can’t find anything, handoff also does not work.

Your devices sync through iCloud. So, if you turn it off on any device, it will no longer sync. That's the only way.
