Get your money back, unless the seller is the rightful owner and can release the phone. There is a decent chance that the seller cannot be reached again because they were passing on an unusable device and getting fast cash.

You very likely purchased a previously stolen iPhone. It will remain useless forever without the original owner’s assistance. Get a refund if possible.
