I want now the my iMac 21.5 2019 model can be upgrade the Ram 8GB to 16GB and storage add SSD 128Gb or 256Gb.

2012-2020 21.5" iMacs do not have user upgradeable internals. If you need a Mac with more RAM and a SSD please sell or trade in your 21.5" and buy either an M1 based Mac Mini with 16GB and the largest SSD you can afford or a new M1 based 24" iMac.
The only thing you can do with you 2019 21.5" is to add an external SSD, there is nothing you can do with the RAM.
