how to sync my photo album to my icloud

I've just subscribe to larger storage capacity on icloud. how can i sync my older picture/album in my phone to the icloud.

Sync iPhone Photos to iCloud I've found plenty of articles of syncing iPhone photos to iCloud, but what I'm trying to do is the opposite. I've downloaded and deleted thousands of photos from iCloud to completely free it up, but all those photos are still in my iPhone. How do I get my iphone photo collection to mirror that of iCloud, meaning, what photos I removed from iCloud should also be removed from my phone. Thanks.
