I have Final Cut Pro 10.6.1. When I work with a movie and press the red button of the working window, the "quit final cut pro" message becomes weak and the application can only be quit by force quit. This looks like a bug to me.

Switch off background rendering. Only render if you need to improve playhead in a complex section of the timeline.
Try deleting preferences - always a good thing to try when the application behaves unexpectedly.
Also: what happens if you DON'T press the red button, but choose Quit from the menu or press the shortcut Command-Q?
As an aside: I did check and FCP does quit for me by pressing the red button - something that I had never tried. I always press Command-Q. In fact, clicking the red button is usually not the same as quitting, except in a few single-window applications (e.g it does not mean Quit in Safari, Mail, Preview...)
Also, hit Command-9 to call up the Background Tasks window.
Check if there are any task/s yet to be completed.

you are partly correct. I had 3 former projects, and one of them was bigger. I pressed command-9 and then waited until rendering was 100%. Then I could properly close the window using the red button.
I opened FCP again and checked rendering of the big project. It started rendering again. When it was not yet completed, however, I pressed the red button. For short time - this also happens always - a filling bar appeared. However from that moment on I was unable to quit properly no matter how long I waited, although command-9 showed no tasks any more.
Here is some more information. I deleted preferences, which eliminates all the projects from the memory I have been working on and creates a new "untitled project". Closing the window works now using the red button. However, when I load my former projects by clicking on their libraries and then try to close, it is not working any more.

Command-Q works only, if the window was not closed. It is inactivated after trying to close the window using the red button. So it is a bug in the program.
The only thing I can think of is active Background Tasks.

I’ve never seen a message, with the red button, with the menu selection, or the keyboard shortcut. Not sure what you mean by gets weak. Would be great to see what’s happening.
Thanks everybody for the replies. Pressing the red left corner button now works on programs to quit. I have OS Monterey, but it was doing that already in earlier versions. Deleting preferences does not work. I even deleted FCP and installed newly. This happens only recently with FCP but e.g. not with Motion. Of course I can always quit directly w/o pressing the red corner button, which I am always used to, but I thought I bring it up here.
I forgot to add. Pressing the red button normally quits the current window in FCP or Motion. But that does not work in FCP and inactivates all the quitting commands including, which I tested now Command-Q too. In Motion it all works fine.
I have inserted an image. You can see, what I mean. Regular quitting is not possible any more.
When tasks are to be completed, a message usually appears. Command-Q works properly.
