In the event, I took a segment from the original public domain video and made a project. I can reverse the clip in that project.
Then I took another clip from the same source in another project (same event) and I cannot reverse that clip.
Notice it is grayed out.
Any help?

Reboot of machine and resetting FCP preferences did NOT work .
New project and grabbing same clip from original source to work with DID WORK.
Just an odd little glitch I suppose.

Very strange. Just to confirm the project properties are both the same.
Usual first thing is to reboot and then trash the preferences. Hold ⇧ ⌘ as you launch the application. If that produces no result. Try copying and pasting into a new project. If it still fails you should post an Etrecheck report from https://etrecheck.com, which will provide information about what might be going on. Give the application Full Disk Access in Privacy System Preferences, and use the "Additional text" button at the bottom of the reply box to paste the copied report.
What are the specs of the other clip? Can you post a screenshot of the timeline?
