Macbook stopped charging while plugged in to AC adaptor

I use my 2017 MBP (macOS Big Sur v11.1) with an external monitor in clamshell mode and the AC adaptor is always plugged in.

It would charge to 100% and then later on it would stop charging and the battery would drain. Im not sure how to get it to charge again. I tried resetting SMC/NVRAM/PRAM but the issue persists. I've also tried sleeping and waking the computer as well as replugging the USB-C. None of this seems to work. My battery is below the 1000 cycle count and in normal condition. I turned off battery health management and optimized charging but it didn't seem to do anything either.

Is anyone else having this issue? I feel like it is more of a software issue than hardware but I am not sure. Will upgrading to Monterey possibly resolve this?

Upgrading while you have issues is problematic. Starting from a clean-install of the next MacOS is *sometimes* a solution in extreme cases. But solve this first before Monterey.

Maybe a faulty charger, as I think there is some communication between MBP and charger. You could coordinate a "health check" at Apple Store with a possible charger purchase.

Aside from that, you seem to have repeated the hardware resets that re-synch power systems.

"Optimized" charging means using the battery a little and wall power a little. My MBP is plugged in and has been dropping from 100% down to current 95%. At some point (94%, 92%) it will recharge to 100%. This balancing-act between 95% and 100% is to use the battery just enough to keep it exercised but use wall power more to prevent total discharge.
