I live in Brazil, but I would like to buy a Series 7 in Europe (France, Spain or Italy), and I would like to know if is it possible to still use the Cellular function in Brazil.
Example: When I went to Apple's France website, there are two telecommunications companies that doesn’t exist in Brazil. I am afraid if my Watch will be “locked” to those companies.

Your concern is valid. Apple sells Apple Watch by region of use. A European Cellular Apple Watch is not made to work in Brazil. A US Cellular Apple Watch is not made to work in Europe. Buy your watch in the country you live and will use it or buy a GPS only version, which won't rely on Cellular at all, but will function well as long as you have your cell phone with you while wearing Apple Watch.
