Instagram ignoring Screen Time App Limits

I set a 30 minute time limit on Instagram every day via App Limits in Screen Time. I have the “Block at end of limit” option enabled. When using Instagram, the “5 minutes remaining” warning appears as normal. Additionally, the typical time limit screen appears telling me I am out of time. However, if I close the app and re-open it (which I do often out of habit) the time limit is gone as if I hit the “ignore limit for today” option. Is this a bug? I would like time limit to lock me out of the app until the next day or until I manually override it, not when I close and re-open the app.

If you have not done so already, please update your iPhone to iOS 15.2.1.

Then delete your Screen Time settings, restart your iPhone, and add them again.
