I am looking to get a new Macbook Pro 16 inch. I found a brand new 2019 16 inch with i9 processor, 1TB HD and 16 gb of RAM for 2,599CA$. Is it worth blowing 1,000$ more to get a 2021 16 inch with M1 Pro chip, 16GB with 1TB HD? My biggest work loads is playing with 4K family videos in Final Cut Pro and some photo editing…

Newer may be nice, but do not ignore BobTheFisherman advice about the M1 chip, which is going through "growing pains" regarding software companies making new compatible versions to replace Intel versions.
The only other factor about the M1 I can think is that any purchase above "base model" probably needs to be ordered and orders are a little back-logged these days. The 2019 is ready-to-go.
Whether or not it is worth the extra cost is up to you. How could we know what the impact would be to you. Do both meet your computing needs? For example, the M1 Mac will not run Windows. If not then the choice is obvious. If they both meet your needs then only you can decide whether or not the extra cost is worth it.
