I cannot connect to my service provider, consumer cellular, with my IPad Pro 13. They tell me it is not compatible

you would need to sign up and pay for a data plan for an iPad - they are not phones. And, checking their site, it appears that they do not offer a stand alone data plan. you cannot activate an iPad with a plan for a phone - for one thing, iPads do not have phone numbers.
