Optimize battery charging not working.
It’s been 5 days now since i overnight charge my iPhone, but still it is 100% overnight. I am afraid of damaging the battery.

It doesn't always learn. I rarely see it doing anything.
Being at 100% overnight doesn't necessarily "damage" the battery. It's something where there might be marginal benefits in terms of battery longevity. Apple's longevity rating of 500 cycles to 80% battery health has been around longer than there's been this optimized battery charging feature.
