My iPad has Touch ID and passcode
Face ID and passcode option is not on my setting menu it says Touch ID and passcode and I a, on the latest iOS 15+

That is probably because your iPad does not support Face ID, since it has Touch ID. Do you have a home button on the iPad? If so, then you have Touch ID. You would not have the hardware necessary for Face ID.
