Screen Malfunction on 2018 Mac Book Pro 13" Touch Bar Model

Is anyone else experiencing this issue with their 2018 Mac Book Pro 13" Touch Bar Model. I have looked online and there are some videos of others experiencing this. I have talked to apple support and they recommended reseting the NVRAM and booting into safe mode which did not work. They recommend me to pay around $640 dollars to get this fixed when this is clearly a hardware issue as I never dropped my laptop.
