Logitech Scrolling Problem

Whenever I need to install software or software needs to access the 'system preferences' ' Security & Privacy' I need to reinstall 'Logitech Options' to enable 'scrolling.' For some reason it stops letting me scroll. I've uninstalled Logitech Options and reinstalled etc. to no avail.

While I can get it back working without a restart, it's very frustrating

Any advice?

Actually, if I remember correctly, I believe I could if I removed the Logitech drivers but then the other features weren't working (forward/back button as an example).

Just a moment ago I lost scrolling again because I loaded the Google Drive app to access a shared folder with my nephew. I needed to reinstall the Logitech driver. I'd say it's random but I believe it has something to do with the way the 'security & privacy' settings, or so it seems.
