Mobile Network APN autoconfig

I'm working for a mobile operator and our APNs are not recognized automatically by iOS. Normally when you insert a sim card, the APN settings is populated automatically by the phone.

How can we declare it to Apple so that it will be updated on all iPhones?

my problem is that I am the mobile network provider, and I want to know who should I contact at Apple in order for us to support this feature.
