Settings, Messages, Turn off iMessage

Settings, Face Time, Turn off Face Time

Restart the phone

Settings, Messages, Turn on iMessage

Settings, Face Time, Turn on Face Time

Also make new numbers is in the security section of your AppleID.apple.com account.
