High Dynamic Range (HDR) is achieved with a camera that captures identical frames at different exposure levels. Then in post production merge those layers of exposure. Newer iPhones can do this automatically as do professional cameras. In order to view HDR video so you can see the difference you also need an HDR capable monitor or television as well.
Bottom line, the source video has to have been taken with an HDR capable camera. You cannot add HDR after the fact. You would have to reshoot the video or obtain a copy of the source video that contains HDR information. Or have very advanced movie studio production equipment to post process the data and create an HDR image.
If you have a video file that is not HDR you cannot make it HDR. You could convert it to an HDR video format but if the data isn't there then you won't notice any color difference.
Here we have a non-HDR photo side-by-side with an HDR photo. See all that color on the shore and in the sky and in the ocean that you can see in the HDR photo? Well that data doesn't exist in the non-HDR and there is no way you can add it afterwards. The HDR version would look even more stunning on an HDR television or monitor.
