Payment method

My phone keeps asking for a payment method when I try and download an app that is free and takes me to the payment method, it already has most of my card details all I have to do is put in my security code, so I do that and then says payment method declined and won’t let me fix it?

The App Store requires you to maintain an approved payment method to download apps (Free or Paid). Your payment method keeps getting declined. Begin by contacting the Bank that has issued your card and ask them why it keeps getting declined.
