My iPad is not recognizing my touch with my finger and we’re not open up when I even use the pass code it does not recognize anything and it will not let me turn it off because I can’t slide it over

The tags appended to your post suggest that you have an iPad Pro 11”.
The iPad Pro 11” does not have a TouchID (fingerprint) sensor - but instead uses FaceID (using its front facing camera) to identify and authenticate its owner. Your iPad Pro, in common with all models of iPad, does support entry of a Passcode.
A passcode must be set-up before you can enable FaceID - or for other models where it is supported, TouchID.
Shutdown of your iPad is triggered from iPad settings:
Settings > General > Shut Down
Help is needed. My I pad is not recognizing my Touch or fingerprint it also will not let me turn it off
