You get notification on either Apple Watch or iPhone, but NOT both by design. And when the watch is on your wrist, notifications arrive on your watch, unless your phone is open and you are using the phone. Read this link --> Notifications on your Apple Watch - Apple Support
There is no issue. While wearing Apple Watch, notifications appear on your Watch. When your Watch is off or charging, the notifications will come through your iPhone.
