icloud for windows vs. icloud.com

Recently my W10 desktop computer underwent repairs resulting from file corruption. No data was lost, but applications needed to be reinstalled. I am able to successfully access icloud.com through my web browser (Chrome) and access the folders, which appear like this:


However I am unable to locate icloud for Windows, and cannot download it from the Microsoft store-it indicates that I already have it installed. It does not appear in search results. This is what it is supposed to look like:


What are the differences between the two systems shown, and should I be able to access both? Why would Icloud for Windows not be discoverable. Is there a setting on my iphone 12 that might affect this? I do have Settings/Icloud/Photos/Icloud Photos and Shared Albums turned on.
