While I am far from an expert on the Mac, a quick Google search brought up this website, Laptop Mag dot com. And, the logo for the website looks just like the logo that appears in your image. It showed a popup to me about getting information in my inbox and you could enter your email, but I just wonder if it does something else. Nothing appears in my Notification settings after going to the site, but I wasn't there long.
Yep, it sounds like the magazine is trying to force its own notifications. Just turn all of them off, and try to call or email them asking for an uninstaller. Saying that's very intrusive way to introduce notifications, not to mention there is no reason to be eating up valuable system resources to follow updates on a magazine website.
