Please restart in Safe Mode and then attempt your download and install in Safe Mode. Please read the directions below:
Please restart the computer in Safe Mode per the directions in the How to use safe mode on your Mac - Apple Support link.
Note: If you are using a wireless keyboard please either plug it in using the supplied Lightning cable that shipped with it. If you are using a legacy keyboard or a third-party keyboard that does not have re-charging abilities, please use any USB keyboard. Also note that a Safe Mode restart may require you to hold down the shift key for up to 5 minutes before the computer starts in Safe Mode. You will know it is in Safe Mode when you see “Safe Mode” in the upper right of the display.
After restarting in Safe Mode, then restart normally and test.

Well before I ask for an EtreCheck report please try:
Look in your Applications folder to see if there is a Monterey install file. If there is double click it. If no such file exists then:

3rd time was a charm.The only thing I did before this attempt was install some updates on my Turbo Tax Program.Don't see how this would have impacted my 2 previous attempts but have Monterey OS now.Again Thanks from an old [76] man for all your help!
Downloads For Mac OS
Took 3 tries to upgrade OS on iMac + Air Book.Knew to do security updates 1st but none showed till 3rd try.All good now.Also ran update on Turbo Tax which should not have mattered but downloads worked.Thanks to all for help!
Ran update for 24 hrs + still did not work.Got"The package install/Assistant.pkg fails to meet Gatekeepers policy" as I can complete Turbo Tax with Catalina this year.When I looked that up decided to try at a later date.Thank you for your info.Just need to back away for awhile.Maybe I'm too stupid to own a Mac!
