Quick Note brings up the Notes App in its entirety

On an iPad, the Quick Note features works as one might expect: invoke a Quick Note, get a temporary note card where you can enter some information. On the Mac, however, invoking a Quick Note not only brings up a note card, but the entire Notes app. This defeats the entire purpose of a Quick Notes feature. If I wanted to take over all or most of my screen, I'd simply start a regular note.

Is there are setting I'm missing, or is the implementation of Quick Notes in Monterey just totally borked?
