I get constant notifications that an air tag is near me, but it turns out it’s my tags. Shouldn’t my phone know the difference?

Should, if you activated the AirTag with your iPhone. You may need to reset the AirTags and set them up again. How to reset your AirTag - Apple Support I'm guessing that when you play a sound on this alleged AirTag that is following you is how you determined it is your AirTag and not another one somewhere.
Yes, it played a sound is how I determined my tag was the one following me. I will re-set them and see if that helps. I did set them up with my iPhone
