Can’t swipe right to open apps in Notification Center

I just upgraded to iPhone 13 Pro and transferred my data by having both phones next each other.

My new iphone I noticed in the Notification Center I can’t swipe right on the notification to open the app. I noticed it in all notifications. I have restarted my phone, reset all settings, and removed and re-download an app but all apps it is the same issue. Is there a setting that is turned off? I am on the newest software of iOS 15.3. Not sure how to fix it.
