this is disabbled even though i have deleted it from my apple ID it is still locked and i dont have a way to download itunes

You should be able to download a current version of iTunes if you have a computer running Windows 10 or 11. See https://apple.com/itunes. See also If you forgot your iPhone passcode - Apple Support.
