What does the 'cloud with the arrow pointing down' and '↑' symbols mean?

I have been having issues with iCloud not uploading the say the least. But it seems a common ongoing issue on this site.

Please see my attachment below. The symbols relate to my Family Tree Maker folder and a folder inside it (whilst I have other folders within the Family Tree Maker folder only the one is an issue). NB, I have now fixed the inside folder by copying and pasting my docs from it to another (which then uploads to iCloud easily). This inside folder no longer shows any symbols, however, the Family Tree Maker folder does as per the attached picture.

Why do they appear here and nowhere else? The cute 'cloud' symbol reads 'in iCloud' when I hover the mouse over it. No other folders have this. And as I have fixed the problematic one inside it why does the parent one continue to show symbols.

The arrow is by this large folder - is it just trying to tell me it is big for some reason?

I ask these questions mainly because I am not sure if I am being told that there still is an issue which I should do something about. Please help. NB, take no notice of the blue strip thru Books - it had to go somewhere.

And I have turned off my router, started in Safe Mode and unticked iCloud sync; nothing helped.
