what version of windows is necessary for the latest itunes update?

i have windows 7 and my computer says that it is running the most current itunes version available for my OS. when i hook up the phone to the computer, and try to reset the device manually, it says i need a newer version of Itunes.

My question is. what windows OS do i need to upgrade to in order to be able to update itunes to the latest version?
