Will I be Able To Run Multiple Apple Monitors

Or Even (LG 4 TV and A Slate Raven Monitors)

With My Mac Pro Late 2013 and Big Sur?

Yes for multiple monitors. See:

Use multiple displays with your Mac Pro (Late 2013) - Apple Support

If this is the Slate Raven monitors then it implies yes with Big Sur but not Monterey 12.1
