I'm having multiple problems with iTunes. Physical CDs are showing as downloaded. Some of my purchased music on iTunes it's showing in my library and all the music I'm importing to ITunes is being synced to my iPhone when my iPhone is connected.

Locally stored media is downloaded as distinguished from content that is in the cloud and would need to be streamed to listen to, or downloaded before it could be synced. Unhidden purchases should show in your library, whether downloaded or not. The default sync option is to sync all music. Change to syncing with selected playlists if you want more control.

What version of iTunes? Try rebooting your router and computer. Temporarily disable any VPN.

July 2020 isn't old in iTunes terms. Anything before 2010 is old, likely had DRM, and may no longer be available in some cases.
When the listing in the store says Purchased, rather than showing either Play or the price, that indicates a hidden purchase. Check again. If you still cannot find it contact Apple Support for assistance.

OK, that is current, so shouldn't be an issue. Any change after trying the other suggestions? You can try reinstalling iTunes if the issue persists. Another thing you might do is check for malware, e.g. with a free trial of Malwarebytes.

I have some music that is listed in my iTunes purchase history that isn't in my iTunes library. They aren't showing up in hidden purchases that are mysteriously lost. I always backup my music files. It is showing in the iTunes store as purchased. It is an old purchase from July 12,2020

It's showing as purchased but I can't find it in hidden purchases. The only hidden purchases showing are the most recent
I can’t login to my iTunes on my PC. It kicks me out and prompts me to login again
