messaging on my iphone has stopped working . I get the following message. "unable to send message - message blocking is active", Some of my contacts have not been able to text me. I have not changed any setting and neither have they.

Please check -> go to Settings -> Messages -> Blocked contacts and check if they're not on your block list.
I a m experiencing the same seeminly random text send blocking. The issue started to occur about two months after I switched carriers from Spectrum to T-mobile. T-mobile counterman says it is an iOS problem not network. Need some help.
that was the first thing i did. None of them are on my blocked contacts list. It is like my phone has randomly selected names to block.
