Ok I see it now— never used it, I simply ignore it

I see no user preference to disable this 'feature'

What is a filter icon in Mail...?

If you Control click in the mail tool bar area you can drag and drop— on or off the tool bar options..

Same for the new mail /compose interface—Control click and make changes:
