Cannot get AirPods gen2 to connect to live listen

Live listen on iPhone 11 won’t connect to AirPods I have hearing widget set up but it says to connect a compatible audio device

Read this thoroughly. It points out, for example, that Bluetooth must be on, your AirPods must be well charged, etc.
