screen time apple id link

I'm trying to reset my screen time passcode, which I do not remember. After clicking on the 'forgot passcode' link, I enter my apple id and password, which I have confirmed on apple's website and on my ipad.

Instead of an option to reset, the screen reverts to the screen time passcode pad and says 'incorrect password.'

Tried resetting my appleid password online 3 times, turning phone off and on. Can't reset the phone because the screen time pass code is needed to allow that.

Seems like some association between the screen time passcode and appleid is lost.

Open case with apple support.

Any ideas welcome.
