So I had this problem for days. But I realized that my vpn was on so I deleted all vpn’s attached and then powered it off and back on then tried again. I hit skip then it hung for about 2 mins then the erase iPhone option came up and worked.

I was having the exact same problem and this thread was helpful. Here are the steps I followed that finally allowed me to erase the content and settings:

  1. I deleted the VPN.
  2. I moved the iCloud backup slider to "off."
  3. I then chose to sign out of iCloud.
  4. I then chose General, erase all content and data, and it finally gave the the "Erase this iPhone" option.

Resolved this issue myself by doing the following:

1: Settings > General > Transfer or Reset > Reset > Reset all settings

2: Asks for pin, confirms

3: iPad will restart

4: Settings > General > Transfer or Reset > Erase all contents and settings > Continue > Erase Now (don’t select finish uploading then reset) > confirm

5: iPad resets to factory

6: Remove iPad from Apple ID if needed.

I would also make sure find my iPad is turned off prior.

Had same issue on 2 iPads and 2 iPhones, (all iOS 15.4.1). Eventually resolved by:

1 - Settings -> General -> Transfer or Reset -> Reset -> Reset All Settings

2 - pin, lots of confirmations

3 - iphone iPad restarts

4 - Settings -> General -> Transfer or Reset -> Erase all contents and setting -> continue -> Erase Now (not Finish Upload Then Erase) -> confirm

5- iphone iPad restarts, factory Hello screen

6 - remove device from apple account via AppleID.apple.com

Had the same issue with iPhone 12, when attempting to reset prior to trade-in.

The simplest way was to sign out of iCloud on your device. all iCloud data will be removed, this should take a few minutes dependent upon how much data there is. After that, and once signed out, it permitted me to undertake a full factory reset.

I hope this helps.

I was able to get past the screen by shutting down my iPad and restarting it. I went back in and did the same reset>erase all content and settings and it actually wiped the iPad like it was supposed to. I don’t know if it damages any of your iCloud content but if you have everything backed up and or have your content on other devices I’d say try this and see if it works

Can't get around it either. Fast internet connection, telling it not to backup, and it still just sits there thinking about it. After hours of waiting, just enabled the automatic data deletion when passcode entered incorrectly 10 times. Still takes a few minutes b/c of timeouts, but voila! Do only if you do not need the backup!!
