disable safari on kids ipad 10.3.3

Need to disable safari on my kids’ iPad. 10.3.3 doesn’t have restrictions or screen time to kill it and can’t upgrade iOS, (cause my kid doesn’t need a $1k ipad) and 4th gen won’t update.

Not sure if this works on 10.3.3, Settings>General>Restrictions>Enable Restrictions>Safari>off

Otherwise, you cannot disable Safari nor remove it.
