extra blue frame around the pictogram

I have a Apple TV 3gen decoder. In the Home Screen is an ever changing blue frame around the icons. If I start an App it is also around the icons of the app.

Is this a malware of some kind?

I have the impression that I am being traced.

What can I do to correct this?

Odd new Apple TV icon Lately when I play movies on my Apple TV when I go from paused with the scene preview displaying on the timeline below, the timeline and preview will disappear as it should and a little icon pops up center screen just above where the timeline would be. The icon depicts a larger outline rectangle with an arrow towards a smaller colored in rectangle in the lower right. What is this?
