My Desktop and Documents are synced with iCloud Drive. I have bought a new Mac. I am setting it up manually. If I turn on iCloud Drive Desktop and Documents will all my files sync down from the cloud to my new Mac? Or will my new Macs Desktop and Documents (which are empty) sync up to the cloud and delete/replace all my files?

Thanks. I've turn it on. In the Finder window, next to the iCloud Drive Desktop and Documents folders is an outline of a cloud. When I hover over it, it says 'waiting to upload'. What does that mean? I was hoping my stuff would start to download from the cloud.
I'm currently downloading my 30GB photo library so perhaps it is waiting for that?
strange... still nothing, both folders are still empty. I was expecting to see all my files by now. I understand they might not have downloaded the full res files, but I was still expecting to see the cloud files...

It's likely processing changes and matching fils to download. That shouldn't take long. Downloading the photo library is likely consuming your iCloud bandwidth.
Your files will sync and be downloaded to your new device.
Are you sure my empty desktop and documents folder will not sync up to the cloud? The synching will come down from the cloud?
The devices will sync. As you have no files to upload, there isn't anything to sync from your new device, just the old files that sync down.
