3rd party purchase locked

I was given an old iPad that was locked. After restoring it, it says previous owner used "Find My iPhone" for it. How do I get in touch with previous owner to unlock or give it back to them?

You can't.

Activation Lock is a theft deterrent feature with no bypass or workaround.

Without the owner's authorisation (Apple ID & password), no thief or anyone including you can re-use the device.

You can recycle the device responsibly.
