Apple Music Account change

Can a user that is currently subscribed to an individual Apple music account keep their library in tact when they join a newly created family account? If so, why didn't they get an invite when I created the family account like the other members of my shared family did?

He should be able to accept the invitation unless he is (or was) part of another family group in the last year. If someone in the family group already has an individual or student subscription to Apple Music, renewal of that subscription is automatically canceled when they join the family group. And his music library will be retrained - just don't cancel the subscription first. For more info, see:
