That is not a true statement. I did go to an apple store later in the day and received a new phone when mine couldn’t be repaired.
You weren't given a new phone per se, you were given a service replacement.
Service replacement devices may be new or remanufactured phones, whichever Apple makes available to stores, but they come in plain packaging and are from a different stock than new retail phones.
