Just recently the attachments I receive via iCloud email won't open. If I forward the emails to my g-mail account, the attachments open right up. What's going on with icloud? I am using a PC with Windows 10.

If the attachment opens as expected, this would indicate an issue with the mail client on your computer, and it would be best to try quitting, and reopening the app. Then, if needed, restart your computer to see if that helps.
