I’ve found the answer to adjusting the GPS voice volume on IOS 15. The volume settings on maps has been removed. Go to Settings > Siri & Search > Siri Voice. Select the voice you want to use and while it is speaking use your volume adjustment buttons to turn it up or down. It seems to have a seperate volume control that can only be adjusted while it is speaking. This worked for me, hope it helps others.
I had this problem for a couple months. It started right after installing IOS 15. My car radio was at normal volume but the gps voice was so loud it hurt my ears. And it didn’t matter if I used Maps or Waze. I tried everything and searched discussions. I did not find this answer anywhere or in any document. Everything said to adjust it in Maps settings even though that setting wasn’t there anymore. This was very frustrating and I tried for a long time to find this answer. Really crap on Apple’s part. They should not remove and hide settings where people can’t find them or its not obvious to look for them.
I have today tested Apple Maps on my iphone 7 on iOS15.6in my 2019 Vauxhall Crossland (Peugeot 2008) and when I operate the car volume controls while Siri is speaking a banner comes up with "Voice Volume" and a level bar.
When I operate the car volume controls while radio is playing a banner comes up with "Audio Volume" and a level bar.
Volumes are independent of each other as I originally responded.
If yours does not do that then I suggest your car's CarPlay implementation is flawed.
I also tested iphone 12 on ios16 Developer beta5 and although I cannot disclose results here, I am not veering from my original response there either.
Or you can adjust it while using maps navigation and while the voice is speaking.

Nevertheless vol +/- buttons have always been contextual. Nothing has changed.

Google Maps however is vastly superior to Apple Maps, use it
I couldn't get this to work? Tried Siri and Search and choosing the voice, adjusting the volume when speaking... still unbearably loud!
I have same problem. Once switched to iOS 15.5 the sound in maps is a whisper. Tried suggestions here and they do not work
If u using third part magnetic plugins charging cable make short circuit. I be found the reason in my case
after than plug out voices come back
Carplay. You cannot adjust navigation voice independently from radio or apple music. This is a major shortfall! But it does not bother me anymore. Tomtom go beats both, Apple and Google maps by far.

I am not from Apple and if nobody reports it how are Apple to know? They don't read this.
