I have seen someone asking this question, though never had an answer, so I ask a second time : is there anything to fix the low resolution when booting on the system or even recovery system, apart from resetting NVRAM and SMC ? (Those last too didn't work for me either)
My configuration (it did happen on both Monterey and Mojave):
Mojave 10.14.4 - iMac 2019 i9 Radeon Vega 64Go

Your login image is usually determined by you desktop image setting. But there was a possible fix. In system preferences Display , change your display setting in scaled then change it back again and restart.

It’s only in the boot menu (before the session starts), or when I do an internet recovery.
I’ve just tried but it didn’t change anything unfortunately
